I wonder if an i5-3340 + 12GB of RAM + an RX 460 (4GB ver.) or a GTX 1050 could handle relatively new games like BF1, GTA V, Fallout 4, etc.

will be fine for that, like I said, you will probably have to drop some settings but it will run them

Not sure about those games but I have a worse CPU than that (Athlon 860K) and a slightly better GPU (GTX 960) and I get 40-60FPS in Rise of the Tomb Raider at medium to high settings. You should be fine.
