the difference between a 6500 and a 6600k is not something that will be the difference between being bottlenecked or not, so I would get the 6500 and get the 1070, after all the 1070 is much better than a 1060.

Which gives me better fps in 1080p games ultra preset

I5 6500 ..h110m motherboard..gtx 1070..16 gb max ram ddr4 2133mghz

Or

I5 6600k..z170 motherboard..Gtx 1060 6gb..With maximal 16 gb ram ddr4 2400 mghz

6500+1070 in most games, as most games are GPU bound rather than CPU bound, but I'd get an R5 1400 instead of an i5-6500.
