I assume it has that. My concern is the lack of a backplate, all the ti I found have them. Even the model in the link.

Nope, the one linked by @TOMPPIX does not have a backplate...look at the fourth picture carefully, you don't see a second "line" as you would with a backplate, only the "line" for the PCB

Do you have another GPU possibly? 

Its normal your 1050ti to not have a PCIe power plug as it doesn't draw enough power for it to require one.

What are the chances you can borrow someone else's desktop? If zero then maybe take your GPU down to a PC store/repair store and see whether they could test it for you or not?
