Maybe its a model with a zero RPM mode? 

I mean if a RX480s and 1060 can have coolers with that, why can't a card with half the TDP be the same?

I assume it has that. My concern is the lack of a backplate, all the ti I found have them. Even the model in the link.

has anyone ever seen a graphics card without a power supply socket?
I'm really confused on how my computer just couldn't be showing a picture, and i feel like we've done everything right...

Nope, the one linked by @TOMPPIX does not have a backplate...look at the fourth picture carefully, you don't see a second "line" as you would with a backplate, only the "line" for the PCB

sounds like the gpu is dead. or maybe a display connector on the gpu is dead? anyone know if 0 rpm fans spin on startup?

Do you have another GPU possibly? 

Its normal your 1050ti to not have a PCIe power plug as it doesn't draw enough power for it to require one.

Have you tried booting without the 1050 Ti and leaving it alone for a few minutes?

At this point I'd say try a different cable and then contact Gigabyte.

What are the chances you can borrow someone else's desktop? If zero then maybe take your GPU down to a PC store/repair store and see whether they could test it for you or not?

Well, it's probably AMD. Should've stuck with Intel.
