graphics card gpu Random flashing lights on benchmarks

Okay so to start off thank you to anyone trying to help me.

Okay so this is what happens when I benchmarks my PC 

everything is non overclocked and is under a year old with the exception 

of my 4 year old SSD.

what can cause this? I have uninstalled all drivers and windows and 

did a fresh install of drivers.

Below is a video I took of what I see/what I am talking about.

Also one last thing I have tried reseating my card and also tried a different slot.

Looks like artifacting from the GPU. Signs of faulty hardware. You will need to RMA the GPU unfortunately.

Does this happen when you run the GPU at stock clocks?

Those are artifacts and means something is unstable, either your CPU or GPU or possibly ram.

Stuff can be unstable even if you haven't overclocked.

You need to try to find the defective component and raise the voltage or lower the clock speed, or RMA it.

Best way to go about doing that?

Test with other components if you have them, if not then increase voltage or reduce clock speed on each component until you find the cause.
