So, I've been using my I5 4690K since I built my pc about 3 years ago, first it was paired with a 980 and now a 1080. It handled every game I threw at it, but now it seems, Dishonored 2, though unoptimized, is laughing at my I5.
Done a check and on the 2nd or 3rd mission, in the harbor area, there is a shit ton of stuttering. Msi afterburner shows my cpu usage between 90-100% so I can only assume it's bottlenecking. There are times where my gpu is at 90-100% which I assume is good, as all the gpu is being used, but when cpu is at 90-100, the gou is at about 80%.

I wanted to do a system refresh and go full out kaby lake and ddr4, but money is tight and I can get a 4790k for £280.
My question is, will I be missing out much in terms of performance by not upgrading to the newer platform? And will getting a 4790k still futureproof me in terms of bottlenecking?

If this is the only game that the stuttering occurs on, I would leave an upgrade for one more generation or go directly to the 7700K.

I would recommend the 4790k now, unless you really need to get to 144fps in everything, upgrade in a couple years when either intel gives a serious performance boost, or AMD takes the crown again
