Always go for a single more powerful card before getting dual cards.

If he has to have top of the line, GTX 1080 or GTX 1080 Ti is what he should get.

Dual GPU setups never scale as well as buying a single, better card.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

So actual question is RX 480 crossfire, single 1060 or single 1080? Well the answer is obvious,1080

A 1060 isn't exactly better than a 480, they trade blows. If there is budget and need for a higher tier card get the higher tier card. But if they are limited by budget the 480 is fine.

rx 480 isn't better than the 1060, nor is it worse than the 1060. they both have their uses. a titan Xp would be the absolute best, it was just announced so he wouldn't be able to buy it RN i think. gtx 1080ti comes after that, then gtx 1080, then gtx 1070, etc etc. dual rx480's would possibly only beat the gtx 1080 and above in very few games if even any.

For absolute top of the line he should not SLI until he has at least one of the most powerful cards. So that would be the 1080 to for $700-$750 or possibly the new Titan Xp for $1200, but no benchmarks for that and it is a lot more expensive so if I were him, I would get a non founder's edition 1080 ti
