Thats part of why im confused. Who does this affect as very few people who dont use chrome do not have flash installed

While it is still built in, it's disabled by default. You have to manually turn it on which is what the screenshot in the OP shows.

You guys thinks that Fedex is bad? here in Brazil there can only be one mailing company the Correios which belongs to the government and has full monopoly and it still managed somehow to get broken and can't even afford employers salaries any more lol

It probably affects people who use mobile devices which doesn't have flash. Adobe stopped developing Flash for Android since 10.1 I think.
