I opened up my card in the past, which is why part of a thermal pad is missing. I opened it up because I felt it was too loud and was checking to see if there was anything wrong. One of the pads does not completely cover what I think is the VRAM. Is this okay? Also can the pads be ripped?

Just replace the pads it only costs a few bucks just make sure to get ones of the same thickness.

You should replace the thermal pads.

If there was a thermal pad on it originally, it means that the component gets hot, and there should be a functioning thermal pad on it always.

just get replacements like everyone else said.

You could replace them. They can be ripped as it's more about surface area and transfer. 

 

Not all cards have active cooling for the all of the vram. So it will be fine either way if you aren't afraid to use the fan on the card.
