The only new CPU's on the market in that price range are dual cores.

 

Ryzen will aim to put quad cores around that price range.

 

So if you can wait, that's the best option. Otherwise, you're looking at Pentiums and i3's unless you can find something used

Right now, the best you can get is probably (in terms of new stuff) the Pentium G4560 and a fitting board for your needs. A H110 would likely suffice, but keep in mind not all of those have the right BIOS for the chip. A B250 board should still be in your price range

not including motherboard, cheapest r3 is 130$ I think

I5 2500k + any LGA 1155 motherboard + a good cooler

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
