It's possible you just have to find the parts during times when there are deals/sales or you could find used parts on sites like Craigslist (just make sure they're selling PC parts, and it's not anonymous sex).

sales and the used market are your only options probably. if you can do with medium settings and pretty long render times you might be able to go for new parts

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

Okay, so when you say "new" PC I'll give an example of new however if you don't mind scouring gumtree there is the option of buying used for potentially lower prices.

I recently did a budget mini itx build for about $800 AUD (before shipping) by shopping around for new parts however if going used then you can get cheaper prices.

So as an example here's what I bought and from where (prices all in aud).

CPU: new oem i5 6500 $180 - eBay (now this was an incredibly cheap deal and I don't expect you to be able to get the same price however it might be worth messaging this seller http://www.ebay.com.au/usr/clawedge?_trksid=p2047675.l2559 and seeing what items he has upcoming)

GPU: ASUS Dual GeForce GTX 1060 3G $288 - Shopping Express

RAM: Crucial 8GB 2133mhz DDR4 CL15 Memory $58 - Shopping Express

CPU Cooler: Cooler Master X Dream P115 $18.50 - Shopping Express

MOBO: MSI H110I pro mini-itx $99 - PC Case Gear

PSU: 300w SilverStone ST30SF SFX $59 - PC Case Gear

Case: SilverStone Milo ML08 (with handle) $105

Totals

PCCG - $263 + $50 shipping (shipping would be less but I accidentally made 2 orders)

Shopping Express $364.50 + $15 shipping

eBay - $180 + $7 Shipping

Parts = $807.50 + $72 shipping AUD

or approx $684 USD

I live in Brisbane and I bought all my stuff from overseas which I wish I never did as shipping was way to expensive. PC Case Gear & eBay are the best places to use, unless you have a computer shop near where you live.

The only thing from overseas in that build was the i5 6500 from Fiji. While I know shopping express gets "mixed" reviews the shipping is cheap and they often have much lower prices if you don't mind the wait.

Just make sure when buying from gumtree / eBay if you would require warranty for various parts. I built my PC about 2 years ago, and most of the parts I got with a 12 year warranty. Certainly gives you peace of mind.

I haven't upgraded my PC since I originally built it, so my two GTX780Ti's are getting dusty.

this comment was made to highlight ur issue and suggest a poss solution(store discount) for new parts while a build with last years top components bought secondhand will be another solution @ 40% cheaper considering pc builds last for approx. 5yrs. its a case of bargain hunting

Same price? What do you mean?

Just because the Australian Dollar is also called a dollar doesn't mean it's the same currency at all.

The AUD is simply worth less, that doesn't make it more expensive over there.

I love have people complain that AUS prices are so high.  Yes everything is 50% more than here in the US, but your minimum wage is 150% higher than ours, your colleges/trades are free, have way more jobs and average pay for career jobs are 200% higher than ours.  I wish I could flip burgers for 18/hr.
