Yes, more than enough. Even a 550W would be enough.

 

The 1070 uses max 150W without any overclock, and your CPU uses 65W without overclocking

You can fit two 1070s or 1080s with a 650W of high quality.

 

You can refer to the "PSU Whitelist" (in my sig) and the "Tier List" to find if your unit is good.

Yes that wattage is enough but there are 650 W PSUs ranging in quality from "it'll last 10+ years" to "it'll burn your house down", so I'd do a little more research first

In theory a 450 Watt PSU should be enough for that, or even a GTX 1080, it just really depends on the quality of the PSU, lower quality ones may need more as their efficiency is lower, and over time as the unit ages it could become less reliable. But, assuming it is a good series/model from any brand, yes, that's plenty.

I assume the PSU you're talking about is the 650W CXM. Yes, that will work fine. Don't get the VS650 however. It's just not up to snuff compared to other Corsair PSUs.
