This is how you go about it young lad, hang out with her for a bit go to movies, go out to restaurant maybe try some sushi and get to know what she likes and doesnt after that you can move into spooning her on the couch while watching the tv. Some women like to move slowly so play it safe, move into kissing and holding hands then go for the home run.

To answer the call of the OP, I´m sorry to say that, but either she is very shy and does not know how to get contact going as a girl, or, which is more likely, she likes you as a friend.
