PLS is just Samsung's version of IPS. Samsung claims (of course they do) that PLS has better viewing angles, is slightly brighter and is more cost efficient to produce. Overall, they're based very much on the same tech and are very similar, as is AHVA. 

 

Neither brand is really more trusted. Both LG and Samsung have good reputations in the display market. 

 

Go for whichever you prefer the physical look of. In terms of performance and quality, they should be mostly the same. At least, it's not something that can be discerned from the nonsense that are monitor spec sheets.

i want to get a1080p 60hz mointor (no need for 144)

will there be any noticeable input lag with them? samsung 4ms -- LG 5 ms

No, 1ms difference will not be noticeable.

Those are response times, not input lag/delay times. Response times have nothing to do with input delay. Even if they did, it's a difference of 0.001 second, which is not something humans can perceive.
