Should I wait for the new monitors before buying? (HDMI 2.1, Quantum Dot)

Hello I am looking for a new monitor with the following specs:

 

- 100hz +

- IPS

- 1440p

 

I am willing to spend around 600-700$ 

I dont know if I should wait for new monitors since HDMI 2.1 and Samsung Quantum Dot release...  Is it worth the wait and which brand should I be looking out for?

 

Another question would be about TN panels and if there is any TN monitors with really good quality. My current monitor is TN but after reading all the comments on TN I dont feel positive on investing in it.

I have the opportunity to buy a Overlord Tempest X270OC monitor for around 300$. The monitor is 3 years old no dead pixels and can overclock to 110hz but got IPS glow.
