If you can't afford an SSD use link 1. The price difference in power supply should pay for the SSD remember it only needs to be small, ~120GB will do. I can't stress this enough how much booting off an SSD will increase speed!

The i5-7500 is 100 MHz faster than the i5-6600 and he can get it a little cheaper. Plus it supports DDR4-2400 on low end boards. Not a big difference, but he'd get slightly more for slightly less cost going with Kaby Lake.
