How to make ASUS motherboard NOT provide USB power when PC is off?

Can't imagine why anyone would WANT to turn off usb power, in fact, my problem is the opposite. New Asus z590 board, always shuts down usb ports as soon as windows setup begins, therefore can't install windows, uefi or otherwise. Like magic, as soon as the windows setup appears, the mouse and keyboard go dead. any suggestions?

btw, all usb's are enables in bios. board sees usb installation media, and sees the M2.
