So every time I log on after restarting or shutting down. My computer screen will go black for about 10 minutes. Then it'll finally pull up everything and pull up an error message. There's no codes just text, and when I click on it nothing happens but it dissapearing. I also have a problem with chrome. It'll take 30 minutes (not over exaggerating) to open then it acts normal. I don't have anything on my computer important so I can reset it. But I'd prefer not having to downloadong all my games again.

Sounds like dying HDD or extremely corrupted Windows Install.

you can run chkdsk and dism to see if there's an error on the disk causing your issues that can be resolved. if those don't fix it it's more complicated than just reinstalling your stuff

have you tried booting into safe mode?
