What form factor? What motherboard size are you planning on using?

The decent versions cost more than $40. The only one you'll find for less than $40 is the non-windowed version with no front-panel USB 3.0.

Hopefully mATX, because if he's on this tight of a budget, that's the cheapest form factor (and even in high end stuff, my personal favourite).

 

Also the Fractal Design Core 1000 series is worth a look, they are considered to be some of the best budget cases.

Router: R3 2200G @ stock, 4GB DDR4 2400, what are cases, stock cooler

But they have atrocious cable management. I was hoping to find a Corsair 88R for around $40, but the cheapest Carbide-series case is the $50 100R.

The Deepcool Tesseract. Best case I've worked with for cheap moneys

Well there is no side panel, so there is at least enough room for it to close properly and not interfere with fans. If OP really cared about aesthetics, he'd be springing more for a case (I hope)

There is a side panel; it just doesn't have a window. Also-
