Unless you're running some crazy  290X setup you won't run NEAR 1000w. On a single GPU the 850 will be more efficient but 1000 is better for two GPU's. 

 

You dont need that that much power but max efficiency is usually at 50% load. Is the very small efficiency gain worth $50? No, not at all

I do have a GTX 690 with a Fx8350 which draws a lot of power

RM850X. You will never make use of the 1000W, save your money and go buy something mildly interesting. Even though you have pretty much worse case scenario for power draw these days, you'll still be very hard pressed to see 600W of total system power pulled.
