Yeah, some CPU's are soldered into the motherboard (sometimes referred to as on-board CPU's) and you should just Google around a bit on the specific Dell PC to find out if you can take the CPU out.

I would say the i7 4770 is worth around 90-120 USD.

The specification sheet wouldnt say it.

If you look at the CPU. They can't really solder on a standard CPU like a 4770 or 4790k AFAIK. If it is soldered it would probably be like '4770hq'  or something like that
