How do install windows and my old files on to a new ssd

This is a very basic question that i haven't found a proper guide on and i have been looking for about a year. I have a laptop. it has a hard drive that i want to remove and replace with an ssd. I already know how to open the laptop and change it. I heard that a fresh install of windows is better than cloning. So how do install windows with out repurchasing it and what is the best service to transfer all of my files.

Just copy and paste the data over from the old HDD to the new SSD.

Need to install os on ssd to make it bootable.

okay how do install the os when its on a different drive? do i need to buy another one?
