then i unscrewed the mobo and seated it in properly and removed the metal flap from the usb port so it fits on the exterior of the usb, right now it looks like this, is this normal.

@Howitz

yes, it's fine.

I think the tabs are there to dissipate static, but they just tend to get in the way

I bent all of mine out of the way when I owned my Z97s sli krait

but now motherboards have a foam padding and built in shield on the I/O shield, which is just fantastic

The tabs shouldn't be going inside the connectors, including the Ethernet port where it looks like it's fitting inside the connector. That will probably cause issues with the connector itself, and the clip-locking mechanism.

It's placed correctly in the sense that you put it the right way, but you're supposed to slide the motherboard inside in such a way that those "wings" sit on top of the connectors, making good metalic contact.  You have one wing by the network jack and one by the USB jack, those should sit ON TOP of the connectors on the insides of the case, not over the connector exit point.

Their purpose is to make good ground connections between the external metal part of the connectors and the computer case, to reduce EMI (electromagnetic interference).

If you're lazy and don't want to unscrew the motherboard, you could just move that little bit back and forth a bunch of times until the metal fatigues and you can break that wing off. It won't do anything bad to your computer if it's removed.

ohh damn the imgur link is the actual picture, not the one that displays on the topic, this one is just an example of what happened to me first without being exactly my computer xD sorry to cause confusion here. click on the imgur link.
