How to pay for a phone in monthly payments without a carrier?

I was wondering if there is any service online to pay monthly for devices, parts, and to my topic phones. carriers provide monthly payments for financing phones is there a way to do this without a carrier? 

My PC (Big Blue)

Cpu- Amd Fx 6300

Gpu- GTX 960 4gb

Motherboard- Asus M5A97 plus

Ram- Hyper X Fury 8gb 1866

PSU- EVGA 600b

HDD- WB Blue

SSD- MX Crucial 250gb 

Case- NZXT s340 Black/Blue

Credit card.

 

Also, it matters where you live. Here in Finland a part payment deal is possible and a common thing with carries without a plan or even a sim card.

I live in the US and the deals with payments are different.
