What is the best CPU Cooler for an mATX build that is silent?

If you have a case that isn't the size of a crumb then you can use a low profile Noctua cpu cooler, Noctuas are super quiet, I'm using the Cooler master Hyper 212 EVO, hasn't arrived yet but should be pretty quiet.

Try and look from something by be quiet! because they have pretty good ones, and I think they have a couple smaller ones too.

I would still go for a Noctua, or maybe changing a different cooler around with some Noctuas, or if you just want something quieter than the stock intel cooler, people suggest the Cooler Master Hyper 212 EVO.  If your also not going to overclock don't spend a bunch on a cooler with Noctuas, there are ton of other cheaper alternatives that are about as quiet but don't cool as well.  Either way they should still be cooler than the stock intel cooler.

If you use the stock fan on the 212 Evo it gets pretty loud.

 

My i7 920 maintains the upper 50's when maxed with push pull at 40% fan speed. (about 1200 RPM) I would definitely hear it in a case, but that's at max... If you go with higher temps you could probably bring it down.

all 212 are about the same.

the stock fan is loud on these, and the noise specs of the fan are wrong (no way they can do close to 10db

i replaced mine and all case fans with antec truequiet 500 rpm 120mm fans. It s a lot better for the noise but temps obviously went up.

I like the size of the second one, would it be better to put is sideways considering my airflow is from bottom to top? and if so what would be the ram clearance

You should have enough height clearance even with the hard drive side cage installed. But do double check your case clearance again with the hdd installed there should be at least 160mm clearance

 

If you're using the rear fan as exhaust,then just align the cooler facing the back. It will not affect the cooler performance that much and besides you'll have better RAM clearance. But any orientations should be fine.

Case says it supports up to 160mm and the heatsink is 158mm, seems like it would be to close not to mention that probably doesn't include with an HDD

Aww. :( If only one of the FX 8350 heatsinks would work, because those things don't mess around (for a stock heatsink). What socket is your CPU?
