get a 6800k and a GTX 1060 instead... no need for a 1070.

Then go with an i7 6800K and any X99 motherboard.

That 6700k will do just fine and even better sometimes when editing 1080p, but things change dramatically when you step up to 4k,  Consider a 6800k or higher.

Low clock speed processors aren't good for Premiere. A 6800K will perform better.

because xeons can be more powerful then a normal i7, it depends how you use them. a 6 core xeon with 3.6ghz is worth the price for using 4k rendering.

Uhm no. The only difference between a Xeon and an i7 is that Xeons have support for ECC RAM, multiple CPU configurations and they are made to run 24/7. Sure it would perform better if we are talking about something like this, but in this case they both have 6 cores with hyper-threading and the Xeon has a higher stock frequency and turbo but you can overclock the i7 to over 4 GHz which you can't really do with the Xeon. The 6800K performs pretty much the same at stock and will perform better if you overclock it. It's not worth paying 200$ extra for something that will give you 0 performance increase.

The only things I would change would be to invest into a better CPU (6800K or higher; no Xeon) and cut back on the GPU (e.g. 1060) unless you plan on using After Effects extensively. Also, get the SP series fans (generally more favorable reviews) from Corsair or some fractal design GP series (I use those for my rig and love them) instead. Hope I helped!
