CPU VCORE Running at 1/4 Performance!

UPDATE!

Downloaded a program ,after 7 hours of troubleshooting everything with a tech friend, called throttlestop. Boom. The pc runs like brand new.. Heroes of the storm fps is up to 120fps and everything other game is running way above 60!

intel speedstep/c states that is xD u know the drill , or maybe uve set a power limit on ur motherboard where the cpu is only allowed to draw a maximum amount of amperage ) who knows i have a maximus so that would be posssible ;P )

go to cpu settings ,where u can disable thermal throttling ect, the ACTUAL CPU settings and u will see c-states

 

it should give u other settings such as virtualization,executeable bit , enable cores/disable cores, enable/disable thermal throttling  / turboboost ect

 

also adaptive settings is in the AI tweaker where the dram voltages are and core multiplier / cache multiplier ect

I think i disabled them all. Now to see how it runs.

Didnt seem to fix much. I disabled them in my Bios and found the cpu setting in windows and i was at 100% for both. Still running at 0.800ghz

damn its software bug for sure then the windows power settings in ur case is bugged

If you can't find how to change the voltage type, manually increase it to 1V if possible.

Unplug your computer, open up the case, go to the motherboard and you see the button battery? Take it out and leave it out for a few seconds, put it back in, turn it back on and Gigabyte's bios will come up with a notification :) 

 

Try tweaking the voltage first tho, like what @Godlygamer23 said.

Try resetting the BIOS by disconnecting the AC power able from the power supply, holding down the power button to discharge the system as much as possible, and remove the big silver battery for a few minutes.

I did.  When i restarted my computer it said. You have reset the Bios. What would you like todo.

If I remember correctly from my h61 gigabyte motherboard, when you remove the battery, you get 2(?) options, load default settings or restart.
