CPU VCORE Running at 1/4 Performance!

UPDATE!

Downloaded a program ,after 7 hours of troubleshooting everything with a tech friend, called throttlestop. Boom. The pc runs like brand new.. Heroes of the storm fps is up to 120fps and everything other game is running way above 60!

Hi!

So I have been having insanely poor performance in a lot of games lately, Mostly Heroes of the storm where i am getting about 10fps or below just on start up. I contacted support for a bunch of different game companies and finally someone from blizzard was able to show me that my CPU was running at 0.700mhz when my cpu is 3.2ghz. I was told that it could be a setting in my bios or something that is making it run at this much lower speed. I have been poking around and cant seem to find anything that relates to this and i am just wondering if anyone would be able to help point me in the right direction or know what this is usually labeled as because i cant find anything.

Any help is much appreciated.

Intel i5-4460 3.2ghz
Windows 10 64 bit
XFX Radeon r9 280x
8gb ddr3 corsair vengeance pro black
Gigabyte GA-H81M-S2PV motherboard
Cooler Master GX II 650W

Set Windows to "high performance". Also try resetting BIOS

What is your CPU temperature? What power setting is Windows set to?

High performance and right now it is showing about 30 degrees across the board

Stress it for a little while using AIDA64 or Intel Extreme Tuning Utility, and then post your temperatures here. Also, while that's happening, monitor your clock speeds using CPU-Z.

its just from the c-states , disable the c-states and it will run fullspeed or change power settings for cpu to minimum run 100% and maximum 100% @ power settings in windows

Even with the C-states, the CPU should be running at full speed when a sufficient load is applied, and the performance is clearly being affected due to the clock speeds.

I ran a 5 minute stress test and monitored Temps. Seems like they dont go above 33-35c my max cpu frequency is 0.80ghz.

C states?

C states?

C-states allow the CPU to reduce voltage and clock speed when it's not required.

Windows is supposedly set to High Performance.

You can certainly try.

Also.. It says thermal throttling yes.. That doesnt seem right.

thermal throttle shouldnt be happening at those low temps at all, thermal throttling is for 95*C +   o_o

Go into your BIOS and change the voltage to Adaptive. IXTU is claiming it's using a static voltage. And if that's true, the voltage is far too low I think.

Another thing that i have noticed before is that In my bios It is showing my system temperature at 127c. Although i know this is not actually happening i am wondering if the computer is throttling to save the CPU from nothing.

that temp is invalid like seriously lol software bug xD

 

at 100*C the system will shut off or if its the cpu it will just throttle but not go above 100*C

Any suggestion on how to find this. I cant seem to find an adaptive setting to switch on.
