On the same socket (motherboard) you can upgrade to an i7 4770, 4770K, 4790 and 4790K.

Because the 4790(K) is newer, it is often cheaper than the 4770. The K version allows overclocking, but if you have a motherboard that is not Z87/Z97 it wont be of any use to you (it does have a higher base clock speed, but that is not a huge difference)

Isn't the 4790k flatout better then the 4770k as well?

Yeah. The 4770(K) didn't have the best thermal dissipation too, making it a chip that ran kinda hot (relatively to other i7 chips) too.
