It depends a lot on where the VPN server is, but it will most likely make your connection slower. If you want faster internet you pay for a faster package. Although ADSL is know to have slower speeds than you pay for

Contact your ISP and pay for a better plan. You seem to live in India, so I'd recommend checking out ACT Fibernet- their packages are faster than anyone else and they're better value for the data usage cap.

 

Wireless connectivity isn't always consistent, so if you're far away from your router or don't have a particularly good router, run an ethernet cable to your PC or to another router/Wi-Fi extender. This will only increase the speed to what your ISP offers, and your ISP may not be consistent either.

If they're throttling 100% of his traffic, then an encrypted tunnel will do nothing. Only if they're throttling some ports or services.

I mean holding someone at your ISP at gunpoint theres some 'magic' there
