OnePlus 2 vs OnePlus 3? Price Issues?

Considering a new phone to replace my dead Asus zenfone 2 (16GB model). 

Originally I was looking at a Nexus 6p, but I don't want to pay almost $600 for it. So I set my sights on something lower cost. 

I understand the differences on paper between the two are fairly small, still I prefer the 3 if I can. But is the Oneplus 3 $500+ everywhere? the MSRP is at $399, which I would pay, but I can't find anywhere that it is selling at that price...

GPU: Gigabyte GTX 970 windforce(dead, gtx 1080 on the way)

As everyone else has said, just buy it at the OnePlus store. You'll have to wait, but that's normal. They're always behind with production. I'd just wait a few days for them to unveil the 3T though, see if you'd rather have that.
