its not really a big issue but I get bored of only having two themes to pick from.

Creating a theme is a massive amount of work, and the amount of developer/designer time available is very limited, particularly at the moment. You are welcome to create your own modifications to the theme, using a browser extension such as stylish, but we aren't able to add any new official themes.

then allow the users to make their own themes and let them upload it for their use, if they have a problem then they can ask for help of the theme maker, not the developers or staff

You can effectively do that using the stylish browser extension. It's not possible for us to allow users to upload themes to show in the theme dropdown, because it's a lot more complicated than just doing that, and there are associated security issues.
