I assume my cpu is bottlenecking and making my 1070 act like a potato?

Do me a favor, go run a cpu heavy program like aida 64, cinebench etc and look at your cpu usage and tell me the results. If it fluctuates, it's a motherboard vrm issue, you could solve it by getting a vrm heatsink, placing  fan to blow over it, or getting a new motherboard.

Also my intel driver installer kinda stopped finding drivers, so I'm not sure whats up with that.

yes whenever you uninstall graphic drivers you usually want to be in safe mode

the intel driver tool i dont usually use, i just download all the chipset drivers and every other driver from the motherboards website under support. and do you have a laptop or another computer that you can use the forum as your troubleshooting so if something happens you can still communicate?

yes I do. And so now geforce experience has reinstalled all the drivers, but now do I need any other drivers or just the geforce ones?

the geforce experience drivers should have the gpu drivers as well, like if you went to nvidia.com or searched google for gtx 1070 drivers you would then have been brought to a page where you can search for drivers for your gpu in this case 1070, and then hit i agree and download, and geforce experience is included in that download, if you are unsure, when geforce experience opens, navigate to the drivers page with experience, and it will tell you if you have the latest drivers installed or not, and you should be in regular mode when installing not safe mode.

good news, things are working again, I have every setting at max and extremely rarely drop below 60 fps!

good shit man, good for you, yeah drivers usually are the number one reason why graphic cards are fishy, the hardware is only as good as the software, and another reason why amd cards are uh ehhh.. because the implementation of drivers is uh well yeah, but good for you man
