It depends. What kind of results are you expecting from the machines? - What games, resoultions, etc.

I am tying to get high fps and decent resolution but im more worried about replacement cost down the road are they more reliable that an i7 or and i5

There not more reliable. The e3's are the same chip. Id probably get i3 and rx 460's, chuck windows 10 pro on them and put them in a domain so you can manage them.

this is probably the best suggestion here, you could go with I5 6400s and RX 470 for higher settings but that would increse the cost quite a bit for the PCs

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

yap , i3 6100 + 460 will do fine , 8gb of ram aswell
