Tearing rectangle in middle of screen

I have a Dell E2414H (60hz no adaptive sync). In the middle of the screen, most noticeable when watching videos, there is a rectangle that seems to be out of sync and has visible tearing. Everything else seems to be normal and tears as much as any other monitor would.

I just did a clean install through GeForce Experience - tearing is still present.

Do you have any other desktop or laptop to plug it into and see if its the monitors fault? Also try running it of IGPU?
