All your questions are answered here:

http://windows.microsoft.com/en-ca/windows-8/update-from-preview

They are absolutely no improvements. It' s just a large update that changes "8" to to "8.1", just for shit and giggles . :P

Well then this is all bull! and you cant even get it with the in desktop os windows updater, you have to use the store app :(

huh? It's a click away! I don't get it. Start Screen -> Store. Done!

I just hate everything metro, I get annoyed when I'm forced to use it when I shouldn't have too.

If it hacked Windows 8 to get a Start Menu, it will most likely not work until updated, if possible.

If it's an app that is a replicate a Start Menu, then it will most likely work.

My vote is to learn how to use the Start Screen, as it's actually superior, and better on Windows 8.1. What I'll agree with you, is that the default layout of the Start Screen sucks. But once you customize it, and learn it, you won't look back.

This is my Start Screen (picture on Windows 8 not 8.1):

Notice how I have my games nicely organized, and how I have folders to quickly get to location I access often?

Mixed with that my desktop task bar has my most used programed pinned.

My god, I hate the windows8 app store so much.  Every time your internet disconnects or you reboot your computer you have to start your downloads all over again; I've had to restart the download 3 times so far. This paired with the terrible interface and slow download speed has made updating a truly awful experience.

It is recommended to use Ethernet and not wireless, to avoid corruption.

But yes I agree, Win8 app store needs some serious works. It's much better in Win8.1, but I don't think it has pause/resume ability yet. I think it still bets on small app downloads. Maybe the reason why Windows 8.1 update in there, is that they are doing tests (collecting log reports and telemetry data) with large files. I hope that is true, and that they can get to work in improving it properly.

Personally, I do NOT see ANY sort of incentive to upgrade to Windows 8.1. Im currently on Windows 8 using "Start8" from Stardock and it works fine. The metro screen has been non-existent to me since I installed Windows 8. So, if anyone can help me out here, are there any major updates to the desktop version of Windows 8.1 or am I correct in saying that it has been untouched?

ok fine, don't upgrade. Your loss. I would say that you should actually learn how to use the Start Screen, and be open, like many and ends up liking it, but I am not going to waste my time... I see you already have Windows 95 floppy and disk already inserted in your system, and readying to install it. So far reviews are very good.

I've been downloading this for about 3 hours now on a 25mb/s connection, the Windows 8 app store is so slooooooooow.

On my laptop I had to re-install Windows 8 to get Windows 8.1... and I can tell you... Microsoft servers are very busy.

It's a very slow to get the OS updates of Win8.

Lol but there is no reason to upgrade if im only a desktop user. Why should I waste my time for a couple hours to install a useless (to me) update :)

Correct on what I said. There is a pause button, you need to right-click on the download.

I don't know how it works, as I never got a bad download, but I wonder if it really re-downloads, or does it just like restart torrent, where it rechecks the files, and resumes, which to you might seam like it's re-downloading as it says "downloading" and the process is painfully slow. But I have a feeling you are right, and none of that is implemented on 8.0. Hopefully, 8.1 has it, or have an update later on.
