Slow USB3.0 Transfer rates?!

hi guys    been having this problem with my system for a while... im getting painfully slow USB transfer speeds and not sure where to turn next

 

CPU ; FX-6300

MOBO MSI 970 Gaming 

RAM 12GB DDR3

120GB SSD

1TB SATA HDD

Asus GTX 750TI 

 

ive tried all the simple fixes such as making sure all my drivers are upto date along with my chipset etc

 

currently on a USB 2.0 device my transfer speeds are 4/5mb  nd USB is around 15/20MB?!

 

any ideas?

Im no expert but I think it could be:

memory stick is old (or hdd idk what it is)

cable might be bad?

internal hdd is dieing - would really notice it though when using the pc.

 

other than that idk

tried it with 3 different USB devices

Also tried transfers off both my internal drives   one of which is a 120GB ssd

all gave the same results

Are you definitely plugging it into a USB 3.0 port? 15-20mb/s is the limit of usual 2.0 devices.
USB 3 also needs a compatible port (usually marked by red or blue inside) 
A usb 3 device plugged into USB 2 will stretch the limits of USB2.0 ports but will not get close to usb 3 speeds.

Also the whole usb 3.0 thing is a scam, you'd very very rarely get advertised speeds through it. 
I've an external hdd with USB 3.0 with a Z97 Fatal1ty motherboard and the max speeds I get is about 90mb/s (advertised about 130)
