No, OP should just move the location without moving the all the containing folders.

"Downloads" in your Users folder is a special system folder. If you changed its directory Windows will do special actions to it which includes attempting to move all of the contents of the old destination into the new one. It does not simply change the actual path of where it resolves to.

 

EDIT: OP have you actually tried what's described in http://superuser.com/questions/267626/accidentally-deleted-the-downloads-folder-a-windows-special-folder-how-to-re? Because what you responded in the last posts did not really answer my question. A "I get this error" response is not an affirmative response.

There should be an option to just not move the contents.

There isn't any from the GUI and the registry edit path may be it but OP hasn't said if they actually tried that or not.

 

But again, as I theorized, this is probably the only option for UX purposes.
