If you can't, you're not looking at the correct folder. 

Whatever the downloads location ends up being is a library.

Well when i download something off chrome it goes straight into my D drive

In that case, your D drive is your library. Right click the D drive and go to the Locations tab to change the library location.

Aha!

 

Open up the registry editor (you can search for "regedit" in Start Search), then go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders and see if something there is set to your D:\ drive. Annoyingly it's not labeled "Downloads".

Okay, the problem is Windows will only move the contents of the previous directory into your new one, which means it wants to move file system stuff that can't move because they're vital to the file system. It won't simply assign the path. So you have two options:

  1. Don't use what you have set as your downloads folder
  2. Create a new user account, log into it , then copy all of the data from your original user account over (best way to do this is open the Command Prompt as an administrator, then type in: robocopy C:\Users\Harry C:\Users\[folder of new user account] /MIR), then delete the old account.

Correct, because this is just how Windows wants to do things.

 

EDIT: This may sound dumb but in reality, if a layperson assigned a different directory to their user folders, they may go "where's all the stuff I had?"

 

And sometimes adding more options doesn't help the UX.

Ok I clicked restore to make it go back to C:\Users\Harry then Clicked yes on the popup and the error popped up

You should be just moving the library from the Downloads folder Location tab instead.

Windows will attempt to move the contents of the previous folder into the new folder. Since OP listed D:\ it will attempt to move everything (I think if they're getting this error), but it hits the file system files (which cannot be moved) and stops the operation.

 

So OP is basically SOL trying to set a new directory.
