4690k Refusing to Cooperate with Overclocking Attempts

Hi, ive been having a few problems with overclocking my new 4690k which I know overclocked past 4ghz with the previous owner, the problems I seem to face are explained below but if you have any questions feel free to ask them!

Specs For Reference:

CPU: 4690k
Mobo: MSI Z97 Guard Pro
GPU: R9 270x
PSU: 650 Watts (Bronze Rated)
Cooling: Arctic Freezer i32 and several 120mm Fans
Storage: 240GB SanDisk SSD
OS: Win 10 Anniversary update


Problem:

As I mentioned in the title the CPU won't overclock, or more specifically it won't allow me to enter cpu multipliers above 39 and anything that is above that just reverts to 39 when ever I "click out" of the box. This is a problem in BIOS (I have the latest BIOS) and in software such as MSI command centre or Intel Extreme Tuning Utility.

I would really aprieciate some help on this problem and I can do anything you suggest I try to solve this.

Things I've tried:
Overclocking in BIOS
Overclocking in windows
Disabling Turbo Boost
Enabling Turbo Boost
Overclocking just one core

huh go into advanced mode in Intel extreme? my CPU has no turboboost at all but can go 4.7GHz, but only in the winter because thats the only time it gets cool enough in my room for it not to just die from that lol, goes to 82C at 4.5GHz in the summer :P #SwedenProblems

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
