Intel stock heat sync not spinning

I just built a new computer, i5 6500, GTX 1060 STRIX and a gigabyte Z170 HD3. First boot, everything lights up fan struggles to spin then stops spinning all together and cycles. Any help?

it's normal for the heatsink not to spin xD

 

I know you meant the fan BTW ;)

 

Also, what do you mean by "stops spinning and cycles" ???

Mobo might be trying to voltage control the fan instead of PWM. Go into the BIOS and try playing with fan settings.

The computer boots over and over again because the CPU isn't being cooled so the pc doesn't start. I've made sure the fan isnt booked and I've reseated the connecter a few times no difference. It may be dead. Not sure.

Can't go into bios, the pc boots for about 5 seconds and then restarts, infinitely.

are you sure it reboots because of thermal, to me it sounds like the PC is in a boot loop.

 

unplug anything that isn't needed (drives, GPU, etc..), put only 1 stick of RAM, and try again.

Blow a desk fan on it to keep it cool for the time being. Mash delete as the PC turns on. Most motherboards use delete for a bios key. Yours might be different.

Will do. It is indeed in a boot loop. Didn't know what that was called.

Tried both single ram sticks neither resulted in a different out come. The fan on the heat sink doesn't spin.

Try wiring it up to a FDD connector to run at full speed.

the problem is booting, if you're not getting video output and it's not going into the BIOS then it has NOTHING to do with the fan, you're in a boot loop and that's hardware related, it has NOTHING to do with the stock fan.

 

Connect a monitor on the motherboard video out, then;

 

Take everything out of the PC case;

Reset the CMOS (it shouldn't matter since it's new but better not take any chances);

Make sure to try a single RAM stick in different slots on the motherboard (the problem might be the motherboard);

If still having problems, pull the CPU out and make sure you don't have any bent pins.

Reseat the CPU and the power cables, make sure you have both the of ATX power connectors plugged into the board 100% snug and correct. 

Troubleshooting a pc will make you believe in gremlins.
