How Does DSL Work?

So from my understanding DSL is internet coming off the phone line and is converted to ethernet with each modem a separate branch. Which is different on how cable works. So when you use a modem that is under their list for ones that work you are allowing them remote access. I recently had a problem and the first level of tech support can log into my modem, reset all the settings, turn it off, and rename it. To bring this around again with ISP throttling I called them and they only do it during the day, as around 8pm it stops. So obviously they don't have on their backbone, oh hey stop throttling this person after 8pm. Conclusion throttling is happening on the modem with DSL.

On both cable and DSL, when you connect any modem, even one that is bought off the shelf, the modem is completely controllable by the ISP. There are a bunch of industry standard protocols that define how this works, but at the low level they are integrated into the DOCSIS and DSL standards. If the modem is a combined modem/router unit, the ISP has a certain amount of control over the router functions as well. People have complained before about any custom settings they put in, like port forwarding, being cleared and reset at midnight.

 

The difference between cable and DSL is that DSL is a lower bandwidth line that is dedicated to your house, while cable is a higher bandwidth line that is shared between multiple houses. The modems in both cases are equally accessible by the ISP. Even the ONT used for fiber are the same - the call center agents at Verizon are able to do all the same things to my ONT that any cable or phone company can do to a modem.

 

Not just the modems that are on the ISP's approved list allow remote access - they all do, its a part of the protocols that allow a modem to talk to the ISP in the first place.

 

For both cable and DSL, all the modems in a certain area, say a neighborhood or a city block, connect to a central piece of hardware, a CMTS (for DOCSIS) or DSLAM (for DSL). This is what authenticates modems and connects then to the ISP's backbone. Throttling can be done in the modem, in the CMTS/DSLAM, and even in a server/router further upstream in the ISP's network.

Checking with your neighbors would be a good thing to do in general, but it wouldn't help you determine where the throttling happens. And it doesn't really matter where the throttling happens, because you can't do anything about it except somehow convince your ISP to remove it.
