Internet Download speed isn't accurate

So I have around a 130 mbs download and 10mbs upload but generally when i go to download stuff like games off steam I only get about 20mbs. I have a pc with it hardwired via Ethernet. The router is right next to the computer. There are a few other people using the internet. 2 other pc's and 3 phones. But I'm still not sure why I get these wonky download speeds. I did run a speed test on multiple sites and are around  130 download and 10 upload.

steam shows megabytes.

speedtest/isp uses megabits, which 8 megabit is a megabyte.

Damn and we finally got 7 mbs download and 1 mbs upload
