Hydro H100i v2 how good is it

If you compare this cooler to others how much would you give it from1 to 10 

And would you recommend me to pare it with i7 6700k

my h100i, i have white LED AF fans on it. When powering them from my fan controller that are quite but when powered from the h100 when they hit about 900 RPG they whine and it's horrible.

Cooler Master Nepton 240M,great water cooler,just get some decent aftermarket fans and it should run great,also some Air coolers are still great such as a Dark Rock Pro 3 but it maybe to big for you

But it can't be that high what is it 30 40 db?? And performance vise is it good for the money??
