Hmm both would both would be nice but honestly I don't know it depends what you qualify as "high" in most cases I'll take the resolution though, as good textures are a little pointless of masked by the fuzziness of low resolution

For most people there is a balance between the two. Maxing out the resolution (to your native resolution, or up to 1080p), then pushing the graphics quality up afterwards is what I prefer to do. Once I hit native resolution, I'll crank graphics until I start to see frame drops.

 

I will only push the resolution higher if I'm already maxing out the graphics with plenty of spare frames. At that point, you either get a higher res monitor, or start using VSR (Virtual super resolution) technologies.

I don't have a 1080 card so to make background pictures without ansel I use DSR and frame scaling. I took some nice GTA V pictures at 8K with DSR at 4K and frame scaling to 2/1 or 200%. The game was also maxed out in every aspect. Ran at about 10FPS but looked so amazing. I managed to play like that for 40 minutes getting the perfect pictures. I prefer resolution as a 4K texture is worth less if you can't look at it 4 inches from your screen and admire it as a 4K texture
