Just thinking about making a cool screensaver for work. Is there a legit way to do this like with a type of video/photo editing software compared to sketchy malware apps?

photoshop, ghetto paint or GIMP. gimp is your best bet if you dont want to purchase ps.

Yeah, was thinking about photoshop but what would I export the gif to so windows can detect it as a screensaver?

Dunno if gifs can be setted as screensavers. If you convert it it will just show the first pic in the gif

GIFs of that size are pretty bad. I remember I had a program that converts video to .scr format. Now sure if I still have it.
