You can run a 980Ti with a dual core, BUT it will bottleneck your 980Ti and you wont be able to use full power of the 980Ti.

I can bust some myths here, I borrowed my brothers GTX 980ti AMP! Extreme from Zotac, AKA the most powerful GTX 980ti available and with my dual Xeon E5-2670's which boost as high as 3.3GHz I saw no signs of bottlenecking WHAT-SO-EVER. You are GTG, from someone who's actually done it.

EDIT: HUGE MISREAD HERE LELLLLLLLLLLLLLLLLLLLLLLLLLLL. Thought you said dual processors, you said dual core processor. So I cannot attest to a dual core CPU's ability to run with a 980ti, unless it's an incredibly highly overclocked G3258 and you're not playing a game that really bothers with more than 2 cores- which most games now a days prefer 4 cores.

It depend. Some game that dont rely too much on CPU should be fine, Game that do will have lower frame rate.
