I think my PSU is dead on arrival

How can I test if my PSU is working or not? Everything is plugged in properly, the switch is on but the built in fan isn't spinning. Btw this is my first time building a PC.

most PSUs these days dont spin the fan until its under a certain load

Its probably new and spin when it needs.
