PC specs: i7 4770s, Zotac GTX 1070 Mini, 16GB DDR3L 1600MHz (2x8GB, cheap Crucial RAM), Crucial BX500 480GB , 2x WD Blue 1TB, Seagate Barracuda 1TB, Windows 7

Laptop Specs: i5 5350U, Intel HD something, 8GB (probably DDR3 idk), 128GB Samsung(?) SSD, MacOS whatever the newest one is

You can do it while it's in the case, it can be easier to take out the whole motherboard, but you can also just put the case on its side so gravity is not bullying you when putting the CPU in.

you don't have to remove the mobo unless you need a new mobo for the cpu or if your case doesn't have a cutout behind the cpu and you can't remove/install the cooler with the mobo in the case

You can just take off the CPU cooler, install the CPU, and then reinstall the CPU cooler.

Lmao yea obviously- do I need to take out the mobo to put the heatsync back on like

Unless you don't (not all CPU coolers are mounted behind the motherboard. AIO are usually mounted behind it, many bigger coolers are too, but an Intel standard cooler can be taken off without taking the motherboard out I believe.
