PWM, cheap and quiet generally don't mix very well. Cheap PWM circuits often emit clicking noises. Probably better to go with 3-pin ones.

 

You could try Scythe Slip Streams though, they are pretty nice.

Generally speaking, "good cooling" and "quiet" don't often correlate. You'll have to define "cheap", because many low-cost PWM fans either don't spool up until voltage=loudness or the motor itself makes extra noise. If you've got SpeedFan or a supported mobo, you may not need PWM fans at all, as the fine control of 3-pin fans SpeedFan offers might be enough by itself.

 

IMO, the sweet spot for 120mm PWM fans is $15-25. You'll find a good assortment of airflow and static pressure fans in that range from Noctua, Cooler Master, Phanteks, Cougar and Gentle Typhoon. The outstanding beQuiet Silent Wings 2 are outside of that range on the northern end, but worth it.

Aerocool DS are the best fans you've never tried.
