Retaliative to price to performance? Yes. Would only do a vey small OC on it though.

I have the 212 Evo on my 6600k and I was able to get a stable oc at 4.7ghz and the temps haven't peaked above 70. They usually sit in the 60 degree range. Both ranges well below the standard '80 degree' mark people like. 
That new LED H7 is looking pretty nice, though.

Gammaxx 400. As good as the 212. You can generally find them for cheaper.

Cryorig H7 if the best of the bunch. CM 212 EVO is popular, but inferior to other stuff in its price range in both performance and noise. The Deep cool Gammaxx 400 is a sleeper candidate getting good reviews.

 

I'd go with the H7.
